Mohammed Skaf, 38, watched via video link as the State Parole Authority announced that he would be granted parole once his current schooling program was completed.

Skaf and his brother Bilal Skaf were sentenced to a maximum of 23 years in prison for their roles in a series of horrifying r*pes in Sydney in 2000.

In 2018, he became eligible for parole for the first time.

Skaf had claimed that he should finish day release first, but the court heard that this was no longer possible.

“One path has been effectively extinguished by COVID-19, leaving the other pathway: reintegration via parole,” said SPA Chair Judge David Frearson.

On this premise, the State of New South Wales’ lawyers did not object to release with tight terms, including electronic monitoring.

Skaf will not be sentenced until he completes the RUSH program in prison, which is designed to help him manage his emotions, in the next two weeks.

When asked if he understood that any misbehavior would result in him being taken into custody, Skaf said, “Of course.”

Bilal Skaf headed a gang that committed a series of gang r*pes against women and girls as young as 14 years old in Sydney in 2000. Nine individuals, including Skaf, were sentenced to more than 240 years in prison in 2002.

Skaf was engaged at the time of his arrest, and while his fiancée supported him throughout his trial, they broke up shortly after his conviction. He retaliated by drawing cartoons of his former fiancée being r*ped and murdered. Skaf has remained unrepentant since his arrest in November 2000. He claimed he was only involved in cases of consensual s*x during his trial, laughed when his verdict was read and yelled at the court when he received his sentence.

Skaf’s 55-year sentence was reduced to a maximum of 28 years by the New South Wales Court of Criminal Appeal on September 16, 2005, with a parole possibility after 22 years. NSW Attorney-General Bob Debus decided that the government would seek to leave to appeal the sentence reduction to the High Court of Australia. After a successful appeal against one of his convictions, his sentence had already been reduced to 46 years.

The High Court denied leave to appeal on February 3, 2006, holding that the New South Wales Court of Criminal Appeal was left with no choice due to the trial judge’s numerous errors in sentencing Skaf to 46 years in prison. That meant he may be set free in 2023 at the age of 42. Following a second appeal, a 31-year sentence was imposed. Skaf will now be able to be released on February 11th, 2033.
