This means Sheila’s gas supply was shut off and no more attempts were made to reach her despite the office receiving three reports expressing concern for her welfare.

One resident stated her post was stacking up and another said the balcony door was slamming in the wind. Police were called to the flat in October 2020 despite the escalating worries but the officer did not notice a “smell of death” so he left. A week later, a second officer visited had no reason to compel access thus Sheila’s body remained to lay unnoticed. Due to the Covid shutdown, contact between tenants and the trust had broken down, and the inquest was heard. Detective Sergeant Scott Fisher revealed he was one of the first cops on the scene in February when Sheila was ultimately located.

He added there was no evident indications of trauma and the flat was quite immaculate with no forced entry. Ash Fox, deputy chief executive of Peabody said an examination resulted in 37 suggestions to the way the trust handles its tenants. This involves workers making touch with any renters they have not spoken to for a year and looking out for changes in conduct such as failing to pay rent.

She added: “It is evident from the investigation that processes were followed correctly, but perhaps there was an opportunity where the dots could have been connected up sooner and done more to raise the alarm. ” Everyone is devastated. We recognise more could have been done.”
