State Politics

Don Nardella persuaded Mitchell to join the ALP. In the 1999 Victorian state election, he made his first attempt to enter politics by running unsuccessfully for the Victorian Legislative Council in the Central Highlands Province. On his second effort, in the 2002 state election, he won the seat. In 2006, the province was eliminated as a result of the Legislative Council’s restructuring. At the 2006 state election, Mitchell ran as the Labor Party’s nominee for the Benalla seat in the Victorian Legislative Assembly.

Mitchell ran as the Labor Party’s nominee for the McEwen seat in the 2007 federal election. This district is a hybrid of urban and rural areas, including labor-friendly areas in north Melbourne and more conservative rural areas to the north of the city. He had been declared the victor at first, beating out the incumbent Liberal member Fran Bailey by seven votes. However, this margin was cut to five after a recount. After a second recount, which the Liberal Party sought, this result was overturned, and Mitchell ended up losing by 12 votes.

 Later, this margin was raised by the Court of Disputed Returns to 27 votes. Mitchell served as the government whip from May 2013 until the 2013 election, when the government was defeated. He was initially named to the speaker’s panel in February 2012 and was subsequently chosen as the second deputy speaker of the House. Mitchell was put forward by his party as a candidate for Speaker of the Australian House of Representatives in November 2021, but Andrew Wallace of the Liberal Party defeated him 59 to 70.

He lost to Queensland MP Milton Dick in an internal Right faction vote to become the party’s speaker candidate if the ALP won the 2022 election. In exchange for the Left group choosing the party’s candidate for Senate President, the Right faction was given the speakership.
