“The Department strongly supports Officer Vaughn’s right to due process and the opportunity to defend himself against the accusations, which have no predetermined outcome,” the department said in a statement. “A formal hearing will be held at a later date.”

The Police Department issued its judgment in an emailed statement soon after 7 p.m. on the last day disciplinary action could be taken under the union contract, some 18 months after the incident occurred, taking no questions.

All seven policemen were still on paid suspension as of Friday morning.

In April, it was expected to be decided whether any departmental charges will be filed. The interim Police Chief Cynthia Herriott-Sullivan then told City Council members on June 8 that she intended to make a decision by early July on whether or not disciplinary action was necessary.

The RPD announcement drew no immediate response from Mayor Lovely Warren on Thursday night. In an August 2020 message to then-Chief La’Ron Singletary, she conveyed her displeasure with Vaughn’s activities, calling his behavior “unacceptable.”
