According to county documents, bids from UT Public Health, Elevates Strategies, the National Association of Latino Elected, Appointed Officials Educational Fund, and “Kickin Ass Takin Names, LLC DBA Texas Tool Belt” were received by March 8, 2021.
Elevates Strategies was suggested by the county purchasing department five months later, and the commissioners court decided 4-1 to hire the firm.
Harris County Judge Lina Hidalgo said she canceled the roughly $11 million contract on the day Elevates Strategies began work on a one-year endeavor to reach millions of people via phone, text, mail, internet ads, and knocking on doors because the subject had become politicized.
Hidalgo’s spokesman said she didn’t know Elevates Strategies founder Felicity Pereyra, despite the fact that they had spoken on the phone once or twice previously.
