When Torres was five, he moved to León with his parents, Cipriano Torres, a telegraphist and a Somoza National Guard lieutenant, and Elizabeth Jimenez.

In the early 1970s, he engaged in barrio mobilization after joining the FSLN in 1971. Torres was the only guerrilla who took part in the Sandinistas’ two most successful and large-scale operations against the Somoza dictatorship.
Torres also served as Eden Pastora’s second-in-command during the August 1978 attack on the National Palace, which resulted in the release of 60 political prisoners. Militants successfully kidnapped high-profile hostages in both cases and exchanged them for political prisoners and safe passage to Cuba.
Torres worked in logistics for the FSLN’s Northern Front in Honduras. He was the head of the Sandinista Popular Army’s Political Directorate.
Torres served as Vice-Minister of Interior and Chief of State Security under Tomás Borge when the Somoza government toppled in 1979, before being transferred to the Defense Ministry, where he was the EPS delegate to the Council of State. Torres was awarded the Order of Carlos Fonseca in the 1980s.
In the EPS, he rose to the rank of Colonel. He was a Brigadier General in the Nicaraguan Army until 1998 and was part of the drive to professionalize the EPS as the Nicaraguan Army in the 1990s. Torres was also a poet, publishing poetry in the Ministry of Culture’s journal in the 1980s.
