Dollard’s lawyer requested a low bail during the bond hearing, but the solicitor contended Dollard was a flight risk.
The solicitor requested a large bond for Dollard, claiming the chase ended nearly nine miles outside of Dollard’s jurisdiction and reached a top speed of 127 mph, according to the dashcam video.
Dollard felt she saw something in Langley’s hand, probably a weapon, the attorney told the court.

Attorney Bakari Sellers, who is representing Langley’s family, claims that Langley did not have a weapon and that Dollard’s actions that night were a system failure, citing her law enforcement career history, which includes two previous terminations. As a condition of any release granted for Dollard, Sellers requested the judge to order that she does not contact the family directly or indirectly and that she make no statements, including on social media.
“It killed me and his family when they called and told me he was killed unjustly,” Langley’s mother, Roslynn Langley, said. “No one understands how I’m feeling right now. My boy was everything to me.”
She requested that the judge set the highest bond possible.
Dollard was arrested in Berkeley County on Wednesday and transferred to the Georgetown County Detention Center for a bond hearing on Thursday morning.
The charge arises from an early Sunday morning officer-involved shooting. The incident, according to the State Law Enforcement Division, began with a chase in Hemingway and continued through Williamsburg County, Georgetown County, and concluded in an accident.
Langley died after being shot early Sunday morning, according to the Georgetown County Coroner’s Office. At MUSC, an autopsy will be performed on him on Friday.
