He was a politician and judge in the United States. From 1993 to 2013, he was a member of the United States House of Representatives for Florida’s 23rd congressional district, and from 2013 to his death, he was a member of Florida’s 20th congressional district. The bulk of the majority-black precincts in and around Fort Lauderdale and West Palm Beach are included in the 20th district.

Hastings was a Democrat who served for ten years on the United States District Court for the Southern District of Florida as a United States District Judge. Despite being convicted in a criminal trial, Hastings faced indictment and expulsion from the bench three years later for conspiring and falsifying testimony, for which he was acquitted, while the other defendant was found guilty of soliciting bribes.

Hastings was appointed to the circuit court of Broward County, Florida, in 1977. President Jimmy Carter nominated Hastings to the United States District Court for the Southern District of Florida on August 28, 1979, to fill a vacancy created by 92 Stat. 1629. On October 31, 1979, the United States Senate confirmed him, and on November 2, 1979, he received his commission.

He won an upset victory over state representative Lois J. Frankel in the runoff after finishing second in the Democratic primary for the position, and went on to comfortably win election in the heavily Democratic district. He did not face a substantial reelection challenge after that.
