Rick Garotti, the mayor of Banyule City Council in Melbourne’s northeast, told an IBAC anti-corruption hearing on Monday that when he initially joined the Labor Party, he was aware of branch stacking.
Mr. Garotti said he began branch stacking approximately five or six years ago, paying about $5000 a year to fund the expenditures of the Heidelberg party branch, which included paying people’s membership dues.
He added that about $3000 of that was used to pay for memberships on a yearly basis.
“$3000 per year would be a reasonable amount to spend on memberships.”
Dr. Hussein Harako, who worked in Labor powerbroker Adem Somyurek’s electorate office, he said, also gave roughly $2000 of his own money.
Mr. Garotti told the hearing that hiring family members to work in MPs’ offices was “simply part of the party’s tradition.”
The 36-year-old stated he joined the ALP in 2005 and rose through the ranks to become a senior member of the moderate faction.
He stated he aspired to be a member of parliament, and in 2012 he met Labor powerbroker Adem Somyurek, who was from the same faction as him and whom he viewed as a mentor when it came to party strategy.
“He was a person I would talk to, to learn and understand what was going on within the party fractionally,” he said.
Mr. Garotti announced his leave from the party earlier this year.

While branch stacking is not unlawful, employees who are paid by the government are not permitted to work for political parties.
