Brunei’s Bandar Seri Begawan: Myanmar’s junta head will be barred from attending an upcoming ASEAN summit, the group announced Saturday, in a rare rebuke as doubts grow about the military government’s resolve to ending a bloodbath.
According to current ASEAN chair Brunei, foreign ministers from the Association of Southeast Asian Nations determined at an extraordinary meeting late Friday that Min Aung Hlaing will not be invited to the October 26-28 summit.
After the junta rejected requests for a special envoy to meet with all parties concerned, including ousted civilian leader Aung San Suu Kyi, the bloc, usually regarded as ineffective, adopted a forceful stance.
The statement cited “insufficient progress” not implementing a five-point plan agreed upon by ASEAN leaders in April to address the unrest that followed a February coup.
Some members suggested that Myanmar be given “freedom to restore its internal affairs and return to normalcy.”
The decision was made “to invite a non-political representative from Myanmar” to the summit, “despite acknowledging the Myanmar representative’s objections,” according to the statement.

The omission is “a political stopgap solution for ASEAN to alleviate foreign criticism,” according to Mustafa Izzuddin, a global affairs specialist with consultancy Solaris Strategies Singapore.
“Second, it maintains its regional reputation as an organization capable of continuing to play a role in Southeast Asian affairs,” he told AFP.

The start of civilian rule was ushered in by-elections won by Suu Kyi’s National League for Democracy (NLD) party in 2015, but it was cut short by the coup.
International pressure has been applied to ASEAN to address the upheaval that erupted in the aftermath of the coup, including enormous rallies, fresh clashes between the military and ethnic rebel forces in border regions, and an economy in freefall.
The bloc has expressed dissatisfaction with the junta’s lack of collaboration, which continues to repress dissent harshly. According to a local monitoring group, around 1,000 civilians have been killed.
Part of the agreement was to allow a special envoy, Brunei’s Second Foreign Minister Erywan Yusof, to make a long-awaited visit.

ASEAN has demanded that he meet with all parties involved, but the junta has rejected any planned talks with those on trial, including Aung San Suu Kyi, who is accused of sedition and violating coronavirus restrictions during last year’s elections.
Member countries had already expressed their displeasure with the junta’s decision.
“Malaysia is dissatisfied that Minister Erywan has still to be able to travel to Myanmar six months after April,” Malaysian Foreign Minister Saifuddin Abdullah said Friday ahead of the meeting.
“If no meaningful progress is made, Malaysia’s position will stay unchanged: we do not want the general to attend the summit; there will be no compromise on that.”
In a tweet following the discussion, Indonesian Foreign Minister Retno Marsudi said her country had urged that Myanmar “should not be represented at the political level” at the summit until it restores “its democracy through an inclusive process.”
The key dialogue partners of ASEAN have also backed the proposal for the special envoy to meet with Suu Kyi.

The United States, the United Kingdom, Australia, Canada, South Korea, New Zealand, Norway, and East Timor issued a joint statement on Friday expressing their “great concern” over Myanmar’s catastrophic situation and urging Naypyidaw to “engage constructively” with Erywan.
The junta, officially known as the State Administration Council, has stated that elections would be held and the state of emergency will be lifted by August 2023.
Cambodia, Laos, the Philippines, Singapore, Thailand, and Vietnam are the other ASEAN members.
