“My concern was that President Trump, by continuing to want to withdraw American forces from Afghanistan, undermined the agreement,” Esper told CNN’s, Christiane Amanpour. “That’s why, in the fall, when he was calling for a return of US forces by Christmas, I objected and formally wrote a letter to him, a memo based on recommendations from the military chain of command and my senior civilian leadership that we do not go any further – that we not reduce below 4,500 troops unless and until the Taliban met certain conditions.”

“Otherwise,” Esper continued, “we would see a number of things play out, which are currently unfolding in a variety of ways.”

In the aftermath of the presidential election in November 2020, Trump fired Esper.

The United States agreed to withdraw troops and release approximately 5,000 Taliban prisoners, while the Taliban agreed to take steps to prevent any group or individual, including al Qaeda, from using Afghanistan to threaten the security of the United States or its allies.

However, the agreement did not result in peace.

Following the deal, violence in Afghanistan reached its peak in two decades, and the Taliban expanded their control over larger areas of the nation. According to a United Nations Security Council study, the Taliban contested or controlled an estimated 50 percent to 70 percent of Afghan territory outside of urban areas by June of this year.

Despite being well-funded and equipped, Afghan security personnel offered little resistance as Taliban fighters took much of the country following the withdrawal of US soldiers in early July. Now, groups within the Biden administration are blaming one other for the US government’s failure to act sooner to withdraw American citizens and Afghans who had aided the US through two decades of war, resulting in a hurried and risky departure.

President Joe Biden made his first public remarks since the Taliban took control of Kabul on Monday, blaming the Afghan security forces’ unwillingness to fight and previous administrations’ decisions, including the Trump administration’s while failing to directly address the chaos unfolding on his watch.

Biden said that the Taliban takeover occurred more quickly than expected, but he said he remains “squarely behind” his choice.
